互联网时代构建行政权合法性的新路径
——互联网与参与民主
内容提要 随着社会经济的发展，行政过程不断渗入了政治因素，传统的政治与行政的界分已经逐渐模糊。互联网的出现带来了电子政府，进一步强化了行政政治化的趋势。但另一方面，互联网又为解决行政政治化带来的合法性危机提供了新的选择路径，即通过互联网公共平台上的公众参与来填补有限立法资源所带来的民主合法性的不足。本文将对这种互联网上虚拟的“广场”参与民主展开论述。

Abstracts：There are more and more political factors in administrative process with the social and economic development. So the traditional distinction between the politics and the executive is gradually becoming ambiguous. Internet has brought about electronic administration and has improved the trend of the politicization of the executive. However, it has also offered a new approach through which we can settle the legitimacy problem brought by the politicization of the excutive, that is through filling in the vacancy caused by the limitation of the legislative resources by the the public participation on the internet platform. This kind of virtual plaza participatory democracy on the internet will be discussed in this article.
